Subject: Submission of Evidence for Renewal of Certified Translator, Certified Translation Reviewer, and Certified Interpreter Licenses

1. Submission of Work Evidence
Professionals must submit evidence of work according to the following requirements:
Certified Translators:
- Submit evidence of 10 translation assignments per year.
- For freelance professionals: Acceptable evidence includes withholding tax certificates for each job, Purchase Orders, or equivalent documents.
- For in-house translators: Provide a letter of employment confirming the work period within the past three years.
- For business owners (translation or related services): Submit a company registration certificate issued by the Department of Business Development (DBD) with your name listed.
Certified Interpreters:
- Submit evidence of 10 interpreting assignments per year.
- For freelance professionals: Acceptable evidence includes withholding tax certificates for each job, Purchase Orders, interpreter contracts, or equivalent documents.
- For in-house interpreters: Provide a letter of employment confirming the work period within the past three years.
- For business owners (interpreting or related services): Submit a company registration certificate issued by the DBD with your name listed.
Note:
- Freelancers must submit evidence for each year separately.
- In-house translators or interpreters, as well as business owners, may submit a single document covering the entire work period.
2. Accumulation of CPD Points
Professionals are required to submit certificates of participation in at least 5 Continuing Professional Development (CPD) activities within the specified year.
- Activities must be approved by SEAProTI, either organized by the association or by external entities recognized by the association.
Timeline and Conditions for Evidence Submission
All required evidence must be compiled and submitted 90 days before the license expiration date. For example:
- If the license is issued on January 1, 2025, and expires on December 21, 2029, the evidence must be submitted by October 1, 2028.
License Renewal Consideration
License renewal will be reviewed during the Extraordinary General Meeting, held four times a year.
- If professionals fail to submit evidence and renew their licenses in time, they must wait for the next meeting for consideration.
In Case of License Expiry Exceeding 1 Year
If professionals fail to renew their licenses within one year of the expiration date, the license will be considered expired, and the following steps must be undertaken:
- Attend a new training program.
- Pass the certification examination.
- Reapply for registration.

The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially announced the criteria and qualifications for individuals to register as “Certified Translators,” “Translation Certification Providers,” and “Certified Interpreters” under the association’s regulations. These guidelines are detailed in Sections 9 and 10 of the Royal Thai Government Gazette, issued by the Secretariat of the Cabinet under the Office of the Prime Minister of the Kingdom of Thailand, dated July 25, 2024, Volume 141, Part 66 Ng, Page 100.

๑. การนำส่งหลักฐานการปฏิบัติงาน
ผู้ประกอบวิชาชีพจะต้องส่งหลักฐานการปฏิบัติงานตามข้อกำหนดดังนี้:
- นักแปลรับรอง: ส่งหลักฐานการแปลจำนวน ๑๐ ชิ้นงานต่อปี
- สำหรับฟรีแลนซ์ประจำ : หลักฐานที่รับได้ เช่น หนังสือหักภาษี ณ ที่จ่ายแต่ละงาน หรือ Purchase of Order
- สำหรับนักแปลประจำ : หนังสือรับรองการทำงาน ระบุระยะเวลาในช่วง 3 ปีที่ผ่านมา
- สำหรับผู้ประกอบการ(แปลหรือที่เกี่ยวข้อง) : ส่งหนังสือรับรองบริษัทที่ออกให้จาก DBD ที่มีชื่อของตนปรากฎ
- ล่ามรับรอง: ส่งหลักฐานการปฏิบัติหน้าที่ ๑๐ ชิ้นงานต่อปี
- สำหรับฟรีแลนซ์ประจำ : หลักฐานที่รับได้ เช่น หนังสือหักภาษี ณ ที่จ่ายแต่ละงาน หรือ Purchase of Order หรือสัญญาจ้างล่าม
- สำหรับล่ามประจำ : หนังสือรับรองการทำงาน ระบุระยะเวลาในช่วง ๓ ปีที่ผ่านมา
- สำหรับผู้ประกอบการ(ล่ามหรือที่เกี่ยวข้อง) : ส่งหนังสือรับรองบริษัทที่ออกให้จาก DBD ที่มีชื่อของตนปรากฎ
ทั้งนี้ สำหรับฟรีแลนซ์ประจำ หลักฐานจะต้องจัดส่งแยกเป็นรายปี ส่วนนักแปลหรือล่ามประจำสำนักงาน หรือผู้ประกอบการ นำส่งหลักฐานแสดงการทำงานมาใบเดียวได้
๒. การเก็บแต้ม CPD
ผู้ประกอบวิชาชีพต้องส่งใบประกาศเข้าร่วมกิจกรรมเก็บแต้ม CPD จำนวน ๕ กิจกรรม ภายในรอบปีที่ระบุ จะต้องเป็นกิจกรรมที่สมาคมวิชาชีพ SEAProTI รับรองเท่านั้น อาจจัดโดยสมาคมเองหรือหน่วยงานภายนอกที่สมาคมรับรอง
ระยะเวลาและเงื่อนไขการส่งหลักฐาน
หลักฐานทั้งหมดต้องถูกรวบรวมและส่งภายใน ๙๐ วันก่อนวันหมดอายุของใบอนุญาต ตัวอย่างเช่น:
- หากใบอนุญาตออกในวันที่ ๑ มกราคม ๒๕๖๘และหมดอายุวันที่ ๒๑ธันวาคม ๒๕๗๑
- ผู้ประกอบวิชาชีพต้องส่งหลักฐานทั้งหมดภายในวันที่ ๑ ตุลาคม ๒๕๗๐
การพิจารณาต่ออายุใบอนุญาต
การพิจารณาต่ออายุใบอนุญาตจะดำเนินการในที่ประชุมวิสามัญประจำปี ซึ่งจัดขึ้น ๔ ครั้งต่อปี หากผู้ประกอบวิชาชีพไม่ส่งหลักฐานและต่ออายุใบอนุญาตทันเวลา จะต้องรอการพิจารณาในรอบประชุมครั้งถัดไป
กรณีใบอนุญาตขาดอายุเกิน ๑ ปี
หากผู้ประกอบวิชาชีพไม่ดำเนินการต่ออายุใบอนุญาตภายใน ๑ ปี นับจากวันหมดอายุ ใบอนุญาตจะถือว่า ขาดอายุ และต้องดำเนินการดังนี้:
๑. เข้ารับการอบรมใหม่
๒. ผ่านการสอบ
๓. สมัครขึ้นทะเบียนใหม่
กรุณาตรวจสอบข้อมูลและดำเนินการให้ถูกต้องตามเวลาที่กำหนด เพื่อป้องกันความล่าช้าในการต่ออายุใบอนุญาต
