SEAProTI Translators and Interpreters Association Mediates Disputes and Assists Citizens in Battling Loan Shark Issues in Khlong Toei
January 30, 2024, Bangkok – Ms. Wanitcha Sumanas, President of the Southeast Asia Professional Translators and Interpreters Association (SEAProTI), together with Mr. Bancharat Chanrungsri, Vice President of the Association, were invited by the Office of the Attorney in the Phra Nakhon Tai District Court Division, under the Office of the Attorney General, to assist in mediating a criminal case submitted by Bang Phongphang Metropolitan Police Station. The case involved charges of minor physical assault without causing physical or mental harm (Section 391), intimidation (Section 392), and public insult (Section 393). The disputing parties included an influential group and local residents in the Khlong Toei area.
Additionally, the two leaders extended their assistance to individuals affected by illegal loan practices, helping debtors who borrowed from influential lenders in Khlong Toei. They facilitated the filing of complaints with Tha Ruea Metropolitan Police Station for charges of intimidation (Section 392), public insult (Section 393), and offenses related to the Interest Rate Limit Act B.E. 2560 (2017). The victims were also placed under the Witness Protection Program to prevent threats or harassment from the influential group and to ensure their safety as key witnesses in related cases.
These activities are part of SEAProTI’s mission to provide free legal assistance to the public, as outlined in the Association’s regulations on supporting the legal rights of citizens and members in all aspects.

The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially announced the criteria and qualifications for individuals to register as “Certified Translators,” “Translation Certification Providers,” and “Certified Interpreters” under the association’s regulations. These guidelines are detailed in Sections 9 and 10 of the Royal Thai Government Gazette, issued by the Secretariat of the Cabinet under the Office of the Prime Minister of the Kingdom of Thailand, dated July 25, 2024, Volume 141, Part 66 Ng, Page 100.

30 มกราคม 2567, กรุงเทพมหานคร – คุณวณิชชา สุมานัส นายกสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) พร้อมด้วยท่านบรรเจิด จันทร์รุ่งศรี อุปนายกสมาคม ได้รับเชิญจากสำนักงานอัยการกองคดีแขวงพระนครใต้ สำนักงานอัยการสูงสุด เพื่อร่วมช่วยไกล่เกลี่ยในคดีอาญาที่ได้รับการส่งฟ้องจากสถานีตำรวจนครบาลบางโพงพาง ซึ่งประกอบด้วยข้อหา ทำร้ายร่างกายไม่เป็นอันตรายต่อร่างกายและจิตใจ (มาตรา 391) ขู่ให้ตกใจ (มาตรา 392) และดูหมิ่นซึ่งหน้า (มาตรา 393) โดยคู่กรณีเป็นกลุ่มผู้มีอิทธิพลและกลุ่มชาวบ้านในพื้นที่เขตคลองเตย
นอกจากนี้ ทั้งสองยังให้ความช่วยเหลือในกรณีลูกหนี้นอกระบบที่กู้เงินจากกลุ่มผู้มีอิทธิพลในเขตคลองเตย โดยประสานงานแจ้งความร้องทุกข์กับสถานีตำรวจนครบาลท่าเรือในข้อหาขู่ให้ตกใจ (มาตรา 392) และดูหมิ่นซึ่งหน้า (มาตรา 393) รวมถึงคดีอาญาที่เกี่ยวข้องกับพระราชบัญญัติห้ามเรียกดอกเบี้ยเกินอัตรา พ.ศ. 2560 ทั้งนี้ ได้ดำเนินการช่วยเหลือผู้เสียหายเข้าสู่โครงการคุ้มครองพยาน เพื่อป้องกันการถูกข่มขู่หรือคุกคามจากกลุ่มผู้มีอิทธิพล และนำตัวผู้เสียหายขึ้นเป็นพยานในคดีที่เกี่ยวข้อง
กิจกรรมดังกล่าวเป็นส่วนหนึ่งของภารกิจที่สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ให้บริการแก่ประชาชนโดยไม่คิดค่าใช้จ่าย ตามข้อบังคับของสมาคมว่าด้วยการช่วยเหลือด้านกฎหมายแก่ประชาชนและสมาชิกในทุกมิติ
