The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially announced the criteria and qualifications for individuals to register as “Certified Translators,” “Translation Certification Providers,” and “Certified Interpreters” under the association’s regulations. นักแปลและล่ามเฉพาะกาล (Provisional Practitioners):

นักแปลรับรอง (Certified Translators):

นักแปลเป็นผู้เชี่ยวชาญในการถ่ายทอดเนื้อหาจากภาษาหนึ่งไปสู่อีกภาษาหนึ่งอย่างถูกต้องและแม่นยำ เพื่อให้การสื่อสารระหว่างผู้เขียนและผู้อ่านราบรื่น นักแปลรับรองของ SEAProTI ได้รับการฝึกอบรมและการประเมินผลในระดับที่เข้มงวดเพื่อรับรองความสามารถในการแปลเอกสารหลากหลายประเภท ซึ่งนักแปลรับรองถูกแบ่งออกเป็น 3 ระดับ ดังนี้:

1. ระดับ 3 (ปว. 3): นักแปลระดับชำนาญการที่สามารถแปลเอกสารซับซ้อนในสาขาต่าง ๆ เช่น กฎหมาย การแพทย์ และเทคนิคพิเศษ โดยอาศัยประสบการณ์และการฝึกอบรมอย่างต่อเนื่อง

2. ระดับ 2 (ปว. 2): นักแปลระดับชำนาญงานที่เชี่ยวชาญเอกสารกึ่งเฉพาะทาง เช่น เอกสารกฎหมายเบื้องต้นหรือเอกสารด้านธุรกิจทั่วไป

3. ระดับ 1 (ปว. 1): นักแปลระดับปฏิบัติการที่เชี่ยวชาญเอกสารทั่วไป เช่น สูติบัตร บัตรประชาชน และทะเบียนบ้าน

ล่ามรับรอง (Certified Interpreters):

ล่ามทำหน้าที่ถ่ายทอดความหมายจากภาษาหนึ่งไปยังอีกภาษาหนึ่งอย่างแม่นยำ เพื่อสนับสนุนการสื่อสารระหว่างผู้พูดและผู้ฟัง ล่ามรับรองของ SEAProTI ผ่านการประเมินความสามารถในด้านการล่ามที่หลากหลาย โดยมีการแบ่งระดับความเชี่ยวชาญดังนี้:

1. ระดับ 3 (ลว. 3): ล่ามระดับชำนาญการที่สามารถล่ามในบริบทซับซ้อน เช่น การล่ามในกระบวนการศาลหรือการประชุมทางการแพทย์

2. ระดับ 2 (ลว. 2): ล่ามระดับชำนาญงานที่ถ่ายทอดความหมายในบริบทกึ่งเฉพาะทาง เช่น การล่ามในงานสัมมนาทางธุรกิจ

3. ระดับ 1 (ลว. 1): ล่ามระดับปฏิบัติการที่เชี่ยวชาญในบริบทที่ไม่ซับซ้อน เช่น การล่ามในชั้นพนักงานสอบสวนหรือการให้บริการในสถานพยาบาลเบื้องต้น

ล่ามประชุมรับรอง (Certified Conference Interpreters):

ล่ามประชุมรับรองเป็นผู้เชี่ยวชาญที่สามารถถ่ายทอดข้อความซับซ้อนในบริบทระดับสูง เช่น การประชุมระหว่างประเทศ การเจรจาสนธิสัญญา หรือการประชุมสุดยอดผู้นำระดับโลก ล่ามประเภทนี้ต้องมีความสามารถทั้งในรูปแบบการล่ามพูดตาม (Consecutive) และการล่ามพูดพร้อม (Simultaneous) ตามมาตรฐานสากล โดยสามารถแบ่งออกได้เป็นสองประเภท:

1. ล่ามประชุมวิชาชีพรับรอง: ล่ามที่เชี่ยวชาญการล่ามในบริบทที่ซับซ้อนและมีความเทคนิคสูง เช่น การล่ามในองค์กรระหว่างประเทศ

2. ล่ามประชุมฝึกหัด: ล่ามที่สามารถล่ามในบริบทไม่เฉพาะทางอย่างเหมาะสม เช่น การประชุมสัมมนาระดับพื้นฐาน
