Requirements for the Application of Foreign NGOs in Thailand
14 February 2025, Bangkok – The operation of foreign non-governmental organizations (NGOs) in Thailand is not limited to establishing an office. There are other ways they can legally operate in the country, including offering financial assistance, organizing seminars, or supporting events. Regardless of the chosen method, it is crucial for these NGOs to comply with Thailand’s legal framework and submit the necessary documentation.
If a foreign NGO intends to offer financial assistance or support without establishing a permanent office in Thailand, an application must be submitted to the Department of Employment through the local Thai organization that will receive the support. The application must include:
- Details of the NGO’s objectives and activities
- A certificate confirming the status of the NGO, issued by its embassy or consulate
- Information about the project that will receive the support
In cases where a foreign NGO plans to organize a seminar in Thailand, the application must specify key details such as the seminar’s objectives, the names of speakers and participants, the topics to be covered, and the event schedule. If the foreign NGO only provides financial or other support for a seminar organized by a local entity, the local organization may submit the application on its behalf at least 30 days before the event.
Once the application is approved, the Committee will issue a license valid for no more than two years. The NGO must comply with the conditions set in the license, including submitting a semi-annual report on its activities in Thailand.

The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially announced the criteria and qualifications for individuals to register as “Certified Translators,” “Translation Certification Providers,” and “Certified Interpreters” under the association’s regulations. These guidelines are detailed in Sections 9 and 10 of the Royal Thai Government Gazette, issued by the Secretariat of the Cabinet under the Office of the Prime Minister of the Kingdom of Thailand, dated July 25, 2024, Volume 141, Part 66 Ng, Page 100.

14 กุมภาพันธ์ 2568, กรุงเทพมหานคร – การดำเนินงานขององค์กรพัฒนาเอกชนต่างประเทศ (Foreign NGO) ในประเทศไทย ไม่ได้หมายถึงเพียงแค่การตั้งสำนักงานเท่านั้น แต่ยังมีรูปแบบอื่น ๆ ที่ต้องยื่นขออนุญาตให้ถูกต้องตามกฎหมาย ไม่ว่าจะเป็นการให้ความช่วยเหลือทางการเงิน การจัดสัมมนา หรือการสนับสนุนกิจกรรมในประเทศ ซึ่งกระบวนการเหล่านี้มีข้อกำหนดและเอกสารที่ต้องเตรียมอย่างละเอียดและรัดกุม
กรณีที่องค์กรพัฒนาเอกชนต่างประเทศต้องการให้ความช่วยเหลือทางการเงินหรือสนับสนุนโครงการในไทย โดยไม่ตั้งสำนักงานถาวรในประเทศ จะต้องยื่นคำขอผ่านองค์กรในประเทศไทยที่ได้รับการสนับสนุน โดยเอกสารสำคัญที่ต้องจัดเตรียม ได้แก่
- รายละเอียดวัตถุประสงค์และกิจกรรมขององค์กร
- หนังสือรับรองสถานะขององค์กรจากสถานเอกอัครราชทูตหรือสถานกงสุลประเทศต้นทาง
- ข้อมูลเกี่ยวกับโครงการที่องค์กรจะให้การสนับสนุน
ส่วนในกรณีที่องค์กรพัฒนาเอกชนต่างประเทศต้องการจัดสัมมนาในประเทศไทย คำขออนุญาตจะต้องมีข้อมูลสำคัญ เช่น วัตถุประสงค์ของการสัมมนา รายชื่อวิทยากรและผู้เข้าร่วม หัวข้อสัมมนา และกำหนดการของงาน หากองค์กรไม่ได้จัดสัมมนาเองแต่ให้การสนับสนุนทางการเงินหรือทรัพยากรอื่น ๆ แก่สัมมนานั้น องค์กรในไทยที่ได้รับการสนับสนุนสามารถยื่นคำขอแทนได้ โดยต้องยื่นล่วงหน้าอย่างน้อย 30 วัน
เมื่อคำขอได้รับอนุมัติ คณะกรรมการจะออกใบอนุญาตให้ดำเนินการ ซึ่งมีอายุไม่เกิน 2 ปี และองค์กรพัฒนาเอกชนต่างประเทศต้องปฏิบัติตามเงื่อนไขในใบอนุญาต เช่น การจัดทำรายงานผลการดำเนินงานทุก 6 เดือน

นักแปลรับรองมีหน้าที่แปลเอกสารสำคัญ เช่น หนังสือรับรองสถานะองค์กร รายละเอียดโครงการ และกำหนดการสัมมนา เพื่อให้เป็นไปตามข้อกำหนดของหน่วยงานราชการ ส่วนผู้รับรองการแปลจะตรวจสอบความถูกต้องของเอกสารฉบับแปลและรับรองว่าข้อมูลตรงกับต้นฉบับทุกประการ ซึ่งช่วยลดความเสี่ยงจากการใช้เอกสารที่ไม่ถูกต้อง
