Notification of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI)

Subject: Notification of Certified Translators, Translation Certification Providers, and Certified Interpreters, and Conditions for Registration (Round 2/2025)

By virtue of the authority vested in the bylaws (Amended in 2024) of the Southeast Asian Association of Professional Translators and Interpreters, Chapter 9 concerning Certified Translators, Translation Certification Providers, and Certified Interpreters, and Article 46.1 regarding Certified Translators and Translation Certification Providers, and Article 46.2 regarding Certified Interpreters as well as Chapter 10 on Translator Stamps and Certified Correct Translation, Article 47 concerning Translator Seals, Document Translation, and Certified Correct Translation Stamps, Article 47.1 on Guidelines for Document Translation and Certification, Article 47.2 on Translation Accuracy Certificates issued by Translation Certification Providers, and Article 48 on Certified Correct Translation Stamps, as published in the Royal Gazette by the Secretariat of the Cabinet, Office of the Prime Minister of the Kingdom of Thailand, dated 25 July 2024, Volume 141, Part 66 Ngor, Page 100, outlining the criteria and qualifications for individuals registered with the association.

The Southeast Asian Association of Professional Translators and Interpreters hereby announces the names of Registrants who are certified with the qualifications specified in the aforementioned bylaws. These Registrants are officially registered as Certified Translators, Translation Certification Providers, and Certified Interpreters authorized to hold licenses to perform their duties on behalf of the association. This announcement constitutes the 2nd list for the year 2025, as follows:

1. Busakorn Ployngam (***Certified Translator and Translation Certification Provider, Level 1—valid until December 31, 2028) Thai-English pair
2. Panuwat Pantakod (Certified Translator and Translation Certification Provider, Level 1—valid until December 31, 2028) Thai-English pair
3. Thawatchai Yothapan (Certified Translator and Translation Certification Provider, Level 1—valid until December 31, 2028) Thai-English pair
4. Napapat Noppayanawutkul (Certified Translator and Translation Certification Provider, Level 1—valid until December 31, 2028) Thai-English pair

Notes:

* Indicates those who completed training but did not attend the mandatory examination.

** Indicates those who neither completed training nor attended the mandatory examination.

*** Subject to other conditions or ad libitum

Conditions for Registration:

1. Submission of Work Samples: Registered individuals must submit 10 translated works or completed projects annually for evaluation to ensure quality and professional standards.
2. Participation in CPD (Continuing Professional Development) Programs: Registered individuals must attend at least five professional development activities annually to accumulate CPD points as per the association’s regulations.
3. Verification of Registration Status: The association will review compliance annually. Non-compliance may result in the revocation of registration status.

By virtue of the authority vested in the Bylaws of the association, as announced in the Royal Gazette by the Secretariat of the Cabinet, Office of the Prime Minister of the Kingdom of Thailand, dated 25 July 2024, Volume 141, Part 66 Ngor, Page 100, the Registrants listed in this announcement are authorized to perform translation, certify translations, and provide interpretation on behalf of the association. All Registrants shall strictly adhere to the Bylaws of the association and internal regulations to ensure compliance with the established standards and practices in every respect.

The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially announced the criteria and qualifications for individuals to register as “Certified Translators,” “Translation Certification Providers,” and “Certified Interpreters” under the association’s regulations. These guidelines are detailed in Sections 9 and 10 of the Royal Thai Government Gazette, issued by the Secretariat of the Cabinet under the Office of the Prime Minister of the Kingdom of Thailand, dated July 25, 2024, Volume 141, Part 66 Ng, Page 100.

ผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters) ครั้งที่ 2/2568

โดยอาศัยอำนาจตามความใน ข้อบังคับ (ฉบับแก้ไขเพิ่มเติม พ.ศ. 2567) ของ สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ หมวดที่ 9 ว่าด้วย นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง และข้อ 46.1 ว่าด้วยนักแปลรับรองและผู้รับรองการแปล และข้อที่ 46.2 ล่ามรับรอง และหมวดที่ 10 ว่าด้วย ตราประทับนักแปลและการรับรองการแปล ข้อ 47 ว่าด้วย ตราประทับนักแปล การแปลเอกสารและตราประทับรับรองคำแปลถูกต้อง และ  ข้อ 47.1 ว่าด้วย แนวทางในการแปลเอกสารและการรับรองเอกสาร และ ข้อ 47.2  ว่าด้วย หนังสือรับรองการแปลจากนักแปลรับรอง และข้อ 48. ว่าด้วย ตราประทับรับรองคำแปลถูกต้อง ประกาศในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 โดยมีหลักเกณฑ์และคุณสมบัติของผู้ที่ขึ้นทะเบียนเป็น ของสมาคมนั้น 

บัดนี้ สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ ขอประกาศรายชื่อผู้ที่มีคุณสมบัติตรงตามข้อบังคับที่ได้กำหนดไว้ข้างต้น ให้ขึ้นทะเบียนเป็นนักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง ที่ได้รับอนุญาตอย่างเป็นทางการ พร้อมทั้งถือใบอนุญาตในการปฏิบัติหน้าที่ในนามของสมาคม โดยรายชื่อดังกล่าวเป็นการประกาศครั้งที่ 2 ประจำปี พ.ศ. 2568 ดังต่อไปนี้:

เงื่อนไขและข้อกำหนดในการขึ้นทะเบียน: 

1. การส่งตัวอย่างงานแปล: ผู้ที่ได้รับการขึ้นทะเบียนจะต้องส่งตัวอย่างงานแปลหรือผลงานที่ดำเนินการแล้ว จำนวน 10 ชิ้นต่อปี ให้แก่สมาคม เพื่อประเมินคุณภาพและรับรองความต่อเนื่องในการรักษามาตรฐานวิชาชีพ
2. การเข้าร่วมกิจกรรม CPD (Continuing Professional Development): ผู้ขึ้นทะเบียนต้องเข้าร่วมกิจกรรมพัฒนาวิชาชีพที่เกี่ยวข้อง จำนวนอย่างน้อย 5 งานต่อปี เพื่อสะสมคะแนนพัฒนาวิชาชีพต่อเนื่อง (CPD Points) ตามข้อบังคับของสมาคม
3. การตรวจสอบสถานะการขึ้นทะเบียน: สมาคมจะดำเนินการตรวจสอบสถานะและการปฏิบัติตามข้อกำหนดของผู้ขึ้นทะเบียนเป็นประจำปี หากไม่ปฏิบัติตามข้อกำหนดอาจถูกเพิกถอนสถานะการขึ้นทะเบียน
4. การติดต่อและการสนับสนุน: สมาชิกสามารถติดต่อสอบถามข้อมูลเพิ่มเติมเกี่ยวกับการปฏิบัติตามข้อกำหนด หรือขอคำแนะนำได้ที่สำนักงานสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) อีเมล: cs.seaproti@gmail.com หรือโทรศัพท์: +66 2 114 3128

โดยอำนาจตามความในข้อบังคับสมาคมที่ประกาศในราชกิจจานุเบกษาโดยสำนักงานเลขาธิการคณะรัฐมนตรี สำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 กรกฎาคม พ.ศ. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 นั้น นักวิชาชีพที่มีรายชื่อในประกาศนี้มีอำนาจกระทำการแปล รับรองการแปล และล่าม ในนามของสมาคม ตามอำนาจหน้าที่ที่กำหนด ทั้งนี้ ให้ทุกท่านปฏิบัติตามข้อบังคับและระเบียบภายในของสมาคมอย่างเคร่งครัด เพื่อให้เป็นไปตามมาตรฐานและแนวปฏิบัติที่กำหนดไว้ทุกประการ
